What Professionals Say About THE WRAP

San Marcos Police Department
San Marcos, Texas

"Our department is definitely pleased with our Wraps that we have been purchasing since last April.

The officers are appreciative of this tool that protects them, the detained person, and the officer’s patrol vehicle. (Before purchasing the Wrap, we replaced three patrol vehicle back doors in one year alone which had been damaged by violent transportees).

The Wrap is very simple to use and most of all very effective. We chose the soft-cuff version which makes our visits to the Emergency Room much easier now when the doctors treat our detained person and need the person’s arms accessible.

We have added a protective helmet to our bag, which further protects our detained person during transport.

Also very appreciated is the prompt and courteous service that I have received in dealing with Elaine McTigue and Ron O’Dell. "

- Randy K. Holmes, Administrative Commander,
San Marcos Police Department, San Marcos, TX

"Because of my interest in the safety of the public and my officers, and in order to minimize the City's risk of litigation exposure, we purchased thirty-five WRAPs, one for each of our patrol vehicles"

- David T. Lewis, Chief of Police, Antioch, CA

"The WRAP is everything that it claims to be, and I highly recommend its use. The WRAP will not only minimize the risk of sudden in-custody death, but also will provide officers with a new millennium restraint product."

Positional Asphyxia is real and is associated with the prone position. This is especially true in cases where an individual is physically exhausted and/or obese.

Individuals that are placed face down in the prone position with their extremities restrained behind their backs have to expend more work to breathe. This could also occur if the individual is in the prone position and has sufficient weight on their back for an extended period of time (a result of people attempting to control the individual). In both cases, individuals can fail to breathe adequately when they are in physically distressed situations made even worse if the individual is obese.

We have performed studies that demonstrate the sitting position is preferential to the prone position as reflected by respiratory and cardiac responses. Therefore, once the combative individual can be restrained it is best to place the individual in a seated position. By keeping the prone position to a minimum period of time, you reduce the risk of positional asphyxia.

A restraint device called "The Wrap" and manufactured by Safe Restraints Inc., allows for the individual to be completely restrained and placed in a seated position. Studies showed that a restrained individual in "The Wrap" was able to breathe without restriction. By using this restraint device an individual can be restrained in a secure and safe manner that does not restrict the individual's breathing and thereby reduce the risk of the subject asphyxiating.

Based on the research and studies performed, it is my opinion that "The Wrap" provides a safe and humane method of restraining a combative individual. "The Wrap" also eliminates the risks of positional asphyxiation caused by restraining an individual in the prone position.

Safe Restraints,

Thank you for the WRAP Training video. We just received it today and next week I am planning on using it (now) during staff training.

The WRAP is our preferred piece of equipment for restraining an out- f-control minor in the hall, and keeping staff trained in its use is important. The only piece of equipment that we’ve added to the WRAP bag (we have two) is a football helmet (donated from our high school) to protect the kids from beating their heads against the wall or floor while restrained.

Since we’ve started using the WRAP, most of the violent outbursts from our kids have stopped and now some of the kids are willing to verbalize what is bothering them instead of being physical.

Again, thank you for sending the new video.

Dear Safe Restraints,

I would like to make you aware of an incident that took place in our holding facility, and the way in which your Safe Wrap Device assisted in restraining the suspect involved.

Approximately 3 weeks ago a drunken domestic violence suspect began smashing her head against the cell door. We were able to reach her before she injured herself. However, due to the fact that she had assaulted officers in the past, and was attempting to injure herself at that moment, she was placed in the Safe Wrap Device.

Once in the Wrap, she was placed in a patrol car and taken to the hospital for medical clearance. While at the hospital, she remained in the Wrap, with officers nearby. This paid off, since a short time later, the suspect's husband, who was the victim of her assault, was brought into the same emergency room after trying to commit suicide by ingesting pills. If she was not in the Wrap, the officers would have had to deal with another fight in the hospital emergency room.

The Wrap has been used at my agency for six years and is now standard issue in every patrol car and in our holding facility. It is not uncommon that we use the device several times a week to restrain violent or uncooperative suspects. It works well and I don't know how we survived without it.

Safe Restraints: Just a short memo on your product.

As a law enforcement instructor, I have seen many items sold for restraint situations. We recently purchased two of your products for our jail. Needless to say, the product was amazing. What impressed me the most was how fast and simple it was to apply. The first day officers called for the WRAP, we handcuffed the inmate inside his cell, brought him out to the pod area and safely and quickly applied the WRAP. Other inmates got a bird's eye view of this product. Now, all we have to do is show up in the pods with the bag and compliance is restored.

Thanks for a great product.

Dear Safe Restraints;
I am writing to let you know how successful your product has been in my juvenile detention facility. The Wrap was purchased almost two years ago and it more than paid for itself after just the first use. With the Wrap, violent and aggressive juveniles can be restrained quickly and easily without harming them or endangering staff. The restraint is quick and easy to use and secures the youth until their behavior can be brought back under control. Unlike handcuffs, shackles, belly chains or a combination of the three: juveniles are unable to wiggle out of the Wrap and they cannot use the restraint to make noise or damage property. My husband, who is a police chief, is considering purchasing the Wrap for each of his patrol units after he witnessed first hand the effectiveness of the Wrap when it was used in my facility. I would strongly recommend this device to any law enforcement agency, whether it is in a juvenile or adult detention setting or a patrol unit. The Wrap is the best restraining device I have found as of yet. Thank you for designing such an effective restraining tool!

Sincerely,

Kristi Padgett
Facility Administrator

Safe Restraints, Inc.

As a use of force trainer, I examined several leg restraint systems. Our agency chose The Wrap to meet our needs. We purchased our first unit in 1997 and we now have 57 deployed throughout our patrol division. Our finance department now includes the cost of The Wrap into the purchase of new or additional patrol cars with the intent of outfitting every marked unit with a Wrap in the trunk.

A note on the Wrap:

We have been using the Wraps for about ten years and have them deployed in all our police vehicles. We decided on full deployment to limit the time officers are wrestling with these violent suspects. We have never had an issue with an in-custody death or serious injury as a result of using the Wraps.

The Wrap has been an effective tool to restrain violently resisting arrestees. We have found that once the suspects are retrained they eventually calm down. By the time they have been transported to a detention facility, their need for resistance has been quelled.

We have completely switched from the older waist style Wraps to the harness style Wraps. The harness style not only further negates escape, but adds more restrictive control to the upper body. This has limited the ability of the suspect to injure himself/herself by banging their head against the confines of the police vehicle.

I would recommend that officers get proper training prior to using the Wraps. This training should be updated on a regular basis. We update our officers yearly so that the Wraps can be deployed in the most expeditious and efficient manner.

I do have the proposal, policy, and lesson plan for the Wrap. They are available upon request.
